Галочку ставить ужно, это подтверждение, что доход не связан с деятельностью в США и заверение о том, что ты изменишь эти сведения, если необходимо.
А вот гемор с приобретением TIN вроде повторяется (как и на других стоках раньше), на меня ругнулся после сабмита:
Please specify the Taxpayer Identification Number.
Please specify the Foreign tax identifying number.
